Job Description:

This position is located in the Office of Safety and Occupational Health within Business Operations, Washington Office, USDA Forest Service. The incumbent serves as part of the national emergency management function for the agency, and the direct representative of the Director, Office of Safety and Occupational Health (OSOH) during emergency incidents and while deployed.

Job Responsibilities:

  • Duties listed are at the full performance level GS-12.
  • Provide guidance, direction, policy and advice to agency personnel and leaders related to an enterprise emergency management program.
  • Supports all levels of the agency related to planning, preparedness, response, recovery, and mitigation from natural and man-made hazards.
  • Responsible for development of emergency management related products to include planning templates, exercise materials, job aids, incident action plans, information products, and project documentation.
  • Collaborates with incident management teams for large scale incidents related to wildland fire operations, all-risk / all-hazard operations, and during Emergency Support Function (ESF) 4 Firefighing operations.
  • Collaborates in conjunction with Law Enforcement and Investigations (LEI) and with LEI organizations for large scale public emergency and/or public safety incidents, including support for ESF 13 (Public Safety and Security) operations.
  • Assists field units in the development and practice of natural and man-made disaster preparedness, planning, training, exercises, response, recovery, and mitigation.
  • Works with appropriate officials to implement financial controls and to coordinate and monitor program and administrative activities, including contract support work related to emergency operations, planning, preparedness, and response.
  • Develops and implements long-range objectives and requirements of emergency management for the agency and schedules/manages provided support both on disasters and in task/project planning.
  • Acts as the Forest Service Assistant National Emergency Manager/Continuity of Operations (COOP) Coordinator.
