Job Description:

The incumbent will serve as a senior Contract Specialist with responsibility for pre-award and post-award functions involving highly specialized procurements of significant importance to the HHS health, regulatory or human services programs.

Job Responsibilities:

  • Serve as a senior Contract Specialist with substantial Contracting Officer (CO) authority
  • Conduct pre-proposal conferences with prospective bidders to arrive at a clear understanding of the acquisition requirements and to communicate what is required under the proposed contract.
  • Establish negotiation strategies and leads negotiations to obtain the most favorable terms and conditions for the government.
  • Work with program to establish acquisition plans which include the identification of applicable clearances and the establishment of milestones for each acquisition.
  • Ensure the RFC contains all applicable clearances, a certification of funds and is otherwise complete and compliant with applicable regulations, policies, and law.
  • Coordinate the establishment of the technical evaluation panel to review and score the technical proposals.
  • Perform all contract administration functions ensuring contractor compliance with contract provisions

  • Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing contracting services for the acquisition of a wide range of supplies, services, and/or construction; performing complex pre-award and post-award functions for a variety of procurement actions; and applying cost/price analysis techniques.
