Job Description:

The Manager, Bridges and Structures – Canada is responsible for overseeing the Capital and Maintenance programming for the Western Region’s Bridges and Structures group to ensure safe and reliable rail traffic operation. Additional responsibilities include developing, revising and maintaining the short- and long-term capital and operating bridge and culvert maintenance programs. The incumbent is also accountable for reviewing, approving and auditing bridge and culvert inspection reports, assessing the load carrying capacities of timber bridges and overseeing the development of maintenance drawings. The role requires working closely with the Bridge Design, Bridge Assessment and Bridge Quality groups at the system and senior management levels.

Job Responsibilities:

  • Prioritize upcoming and future years’ repairs, retrofits, strengthening and replacement of bridges and culverts
  • Act as a structural resource for Bridges and Structures and other departments
  • Inspect bridges for short- and long-term Capital and Operating Program planning
  • Provide detailed direction to consultants engaged by CN to assist with bridge maintenance, strengthening or replacement
  • Participate in work safety audits of unionized employees
  • Perform capacity rating of timber bridges and maintain up-to-date timber bridge capacity rating list
  • Review and approve inspection reports submitted in the Bridge Condition System within the Bridge Management Program
  • Develop and maintain a dynamic short- and long-term (5-year) Capital and Operating Maintenance Program
  • Provide engineering support to supervisors and field personnel during construction and maintenance activities
  • Participate in reviews and prepare responses to requests for information by Transport Canada (TC)
  • Assist with the preparation of bridge design solutions that reflect the most cost-effective methods while minimizing disruptions to operations
  • Review engineering reports and designs that are submitted by consultants
  • Manage the development of maintenance drawings in support of the Capital and Operating Programs
  • Assess and approve occasional Heavy Axle Loads over timber bridge spans providing guidelines and operating restrictions
  • Perform field audits of bridge inspection reports for accuracy and compliance with CN bridge inspection guidelines

  • Good computer skills; working knowledge of MS Excel and Word, ability to learnata entry into SAP, EPI and BCS bridge inspection database.

  • Ability to visually identify defects in structural steel, reinforced and pre- and post-tensioned concrete and timber structures
  • Good knowledge of bridge construction standard practices.
  • Good organizational computer skills in maintaining electronic records.
  • Valid driver’s license with air endorsement, or ability to obtain within 3 months.
  • Demonstrated ability to identify defects in structural steel, concrete and timber super and substructures.
  • Ability to understand and follow National Safety Code regulations and requirements.
  • Valid in CN CROR rules.
  • Ability to perform duties with minimal supervision.
  • Leverages feedback and coaching to improve performance
  • Ability to work at heights

Qualification & Experience:

  • Experience in estimation and cost control of bridge construction and maintenance projects*
  • Emergency First Aid
  • Certified in Track Inspection Guidelines
  • 5 years railroad experience
  • 5 years working in Bridges function
  • Associates Degree; Engineering or related discipline, Construction Technology preferred
  • Qualified for Safety Sensitive Position
  • Experienced with EPI, BCS and SAP
  • Bachelor’s Degree in Civil Engineering
  • Any designation for these above would be considered as an asset
  • Any experience for these above would be considered as an asset
  • Professional Engineer Certification (P.Eng)
  • Experience in interpretation, preparation and enforcement of construction or procurement contracts*
  • Fall Protection Certification
  • Minimum 5 years of experience in bridge design, management, assessment, construction or inspection
  • Bachelor’s Degree in Structural Engineering*
